When new, the moon is traveling between the Earth and the sun. Sunlight is only reaching the side of the moon that is turned away from us, and the moon is in the same region of the sky where the sun is, so it cannot be seen. The 19th is the day after the new moon, so look low above the western horizon after sunset for the slender sliver of the waxing crescent moon.
